The most unsettling image of Dutch drought is not necessarily an empty riverbed. In early August, Delfland inspectors walked 42 kilometres of dike beside waterways that still held water and logged 180 cracks; 18 required closer attention. Elsewhere, places normally used for recreation and nature management were being asked to hold extra freshwater. Tap water still flows and canals remain visible, yet the Netherlands has moved to level two, “actual water shortage”. The apparent contradiction explains the system. The shortage is not of every kind of water, but of usable freshwater in the right place, at the right salinity and at the right moment. Rainfall is low, evaporation is high, Rhine inflow has fallen and the west must resist salt moving inland. A system famous for draining excess water now closes pumps, limits lock movements and raises local levels to keep water in place.
Peat and clay dikes add another vulnerability. Peat behaves like a sponge and shrinks when it dries, producing cracks or local subsidence. A crack does not mean a dike is about to fail: inspectors assess depth, moisture, seepage and movement before deciding whether to monitor, fill or repair it. The 2003 displacement of a dry peat dike at Wilnis, which forced roughly 2,000 people to evacuate, helps explain today’s caution.
- Read the numbers in context: Rijnland found almost 150 cracks across about 265 kilometres of drought-sensitive dikes; most did not need immediate work.
- Watering every dike is not realistic: Rijnland manages more than 1,200 kilometres, while broad watering consumes scarce freshwater and evaporates quickly.
- Conservation choices affect daily life: fewer lock movements can mean waits for boats, and local restrictions may apply to groundwater or ditch-water extraction.
- Residents have a role: find the correct water board by postcode. Report new subsidence, widening cracks or unusual seepage with a precise location and photo; do not attempt a repair.
Practical takeaway: “actual shortage” does not mean household drinking water is about to stop. The useful response is to follow your own water board and recognise that a full-looking canal may be full only because many hidden choices are holding it there.
