A week before the new school year, the Dutch state secretary Willemijn Aerdts launched a campaign called Blijf in Beeld, prompted by two numbers. Children now receive their first smartphone at an average age of ten, and half of children between ten and fifteen have seen messages that frightened or upset them. The government page is more specific about the second half of that: many of them do not tell a parent, either because they feel ashamed or because they expect an angry reaction. The campaign is not a ban and sets no recommended age. It offers two things instead: a set of conversation techniques developed with de Kindertelefoon, the national children's helpline, and an afsprakenkaart, an agreements card that a parent and a child fill in together rather than one the adult announces.
